Title: Creation of the Treasury Board Crown Corporation – Saskatchewan Public Safety Agency (Create/Appoint Board of Directors/Set out Powers)

Minister: Minister of Government Relations and Minister of Crown Investments

Summary: Orders that:

    1. a Treasury Board Crown corporation be created, to be known as the Saskatchewan Public Safety Agency with a mandate to deliver unparalleled emergency communications using innovative partnerships that support public safety and security across Saskatchewan;
    2. the following person be appointed as a member of the corporation and the board of directors of the Saskatchewan Public Safety Agency to serve at pleasure for a term not exceeding three years from the date of this Order: Honourable Larry Doke
    3. the following be designated:
      • the Honourable Larry Doke as Chairperson of the board of directors; and
      • the Honourable Larry Doke as Chairperson of the Regina, Saskatchewan as the head office of the corporation;
    4. the rate of reimbursement of expenses for the members of the board of directors, other than a government employee, is fixed in accordance with travel and sustenance expenses approved under The Public Service Act, 1998 for employees in the Public Service;
    5. the period commencing on April 1 in one year and ending on March 31 of the following year is fixed as the fiscal year of the corporation;
    6. $1,000,000.00 (one million dollars) is fixed as the amount above which the corporation shall obtain the approval of the Lieutenant Governor in Council before purchasing, selling, leasing or otherwise acquiring or disposing of any interest in real property;
    7. $1,000,000.00 (one million dollars) is fixed for the purposes of section 43 of The Crown Corporations Act, 1993 as the amount above which the corporation may not borrow money;
    8. the objects and purposes of the corporation are the following:
        1. to provide for the development, implementation and operation of emergency services, including the Sask911 system;
        2. to plan, manage, deliver, co-ordinate and prioritize emergency public safety and protective services as needed, including information technology, programs, services, infrastructure and support services;
        3. to identify and advise on key issues, opportunities and planning options relating to emergency public safety services;
        4. to work with municipalities, First Nations, industry and others, involving or associated with the object and purposes of the corporation;
        5. to promote, undertake and co-ordinate research, data collection, investigations, surveys, studies, programs and activities relating to emergencies, disasters, and public safety services in the province of Saskatchewan;
        6. to keep or cause to be kept records of all emergencies to which an emergency service provider in Saskatchewan responded, including the cause, origin and circumstances of each emergency and other information respecting each response that the corporation considers appropriate;
        7. to acquire, develop, manage or otherwise improve assets and infrastructure as required to deliver emergency public safety services;
    9. the corporation may exercise the following powers:
        1. to set and charge fees for any of its programs or services as it considers appropriate to fulfill the objects and purposes of the corporation;
        2. to administer contributions towards capital costs, loans, grants, advances and subsidies to fulfill the objects and purposes of the corporation;
        3. to erect, construct, alter or equip buildings and other structures which may be conducive to fulfill the objects and purposes of the corporation;
        4. to collect and disseminate information respecting public safety and protective services in Saskatchewan;
        5. to enter into agreements or arrangements with any person related to the exercise of the corporation’s objects and purposes;
        6. to enter into and participate in business structures, including partnerships and joint undertakings, to further the objects and purposes of the corporation;
        7. to develop, service or otherwise improve lands as required to fulfill the objects and purposes of the corporation;
        8. to accept grants, payments, subscriptions, donations, gifts and bequests, whether of real or personal property from any person, including funds appropriated by the Legislature or by the Parliament of Canada, for any purpose related to the exercise of the corporation’s objects and purposes;
        9. to have all other powers necessary, incidental or conducive to the efficient performance and exercise of the objects and purposes prescribed in the foregoing clauses; and
    10. the Minister of Finance is appointed as the agent of the corporation for the purposes of making investments pursuant to subsection 45(1) of The Crown Corporations Act, 1993, or disposing of those investments.
