Title: The Winter Cereals Development Plan Amendment Regulations, 2012

Summary: On filing date, these regulations will amend RRS A-15.21 Reg 7 to promote sustainability for the Saskatchewan Winter Cereals Development Commission (SWCDC) and for Saskatchewan’s winter cereals industry.

The SWCDC has requested changes to the Regulations that will allow them to have a single levy refund period each crop year (August 1 to July 31), rather than the current bi-annual refund periods. Section 24 is being amended to reflect this request. This amendment will benefit SWCDC and the industry by decreasing the costs related to administering two levy refund periods each year. The SWCDC estimates that changing to an annual levy refund could save the agency $700 per year, in addition to the savings in time for SWCDC staff. The monetary savings will be able to be used to fund the development of the industry, while time savings will improve the organization's efficiency.

The amendments will also modernize the board member appointment process to better reflect the desired procedure of SWCDC. The SWCDC board consists of a maximum of seven directors - five are elected and two may be appointed by the Commission. If fewer than five directors are elected or if a director's position becomes vacant, SWCDC may appoint directors as necessary to fill the position(s). Section 34 is amended to update wording and to better reflect SWCDC practice regarding director terms and vacancies, whereby appointed directors would only be appointed by the Commission for one-year terms.
